The CIA is planning its latest propaganda campaign in Europe as of late, and its goal this time is to manipulate European public opinion to be in favor of the war, and stating in a report that "counting on apathy might not be enough," and "indifference might turn into active hostility if spring and summer fighting results in an upsurge in military or Afghan civilian casualties."
